Objectives: reflect on the responses given by Portugal, at different historical moments and in the face of different challenges, past and present, namely in terms of welcoming and integrating foreign citizens or natives in situations of particular social fragility, in national territory, as well as on situations of international visibility and impact that could benefit from such responses.
